i dont remember when it last worked honestly i never payed attentionokay, then did you do a system restore to a point where it did work, and it is best to do a system restore from safe mode.

To see what the Dependencies are, you could look at them in the Services tab, but that might not show erroneous Services, so the best way to see what they really are is to query the Service from a Command Prompt.
Click Start, Run and in the box enter:
cmd
Click OK to open a Command Prompt and enter this command:
sc qc sharedaccess
You should see something like this:
[SC] GetServiceConfig SUCCESS
SERVICE_NAME: sharedaccess
TYPE : 20 WIN32_SHARE_PROCESS
START_TYPE : 2 AUTO_START
ERROR_CONTROL : 1 NORMAL

What is important is what is under DEPENDENCIES, so tell us exactly what you see under DEPENDENCIES.
If it does not look like the example above, enter this command being sure to include the space after the equals sign:
sc config sharedaccess depend= Netman/WinMgmt
Don't forget that there is a space after the equals sign.
You should then see a message like this:
[SC] ChangeServiceConfig SUCCESS
Then enter this command again to query the Service to be sure the DEPENDENCIES look like the example above:
sc qc sharedaccess
If that is what you see, now see if you can start the ICS Service.

after reading the above and doing the instructions from A. User, then you might do a system restore to a very early point and go from there. If you have added and removed items then you might have an issue with those items not being completely removed.
i dont have an antivirus what do i do lmaoyou need to go to the registry, use the find function and search for the name of the firewall you tried to uninstall, and delete the entries for that name.
run your anti virus
go to start/run/ type in msconfig/ go to startup and make sure nothing except your antivirus is starting up (hide all microsoft items) restart and then see if you can bring your firewall up.
impossible, i didnt install anything out of the ordinary, nothing i havent had on my pc prior to resetting and fresh installing.if you do not have an antivirus and your firewall is not working , sorry but I would do a complete reinstall with a full wipe, because it appears that you might have an infection.

As you can see, Antivirus programs aren't much help which is why I never use them.
You're only option now is to re-install Windows XP since you've tried everything Elizabeth suggested and still can't resolve the issue. You can save yourself a lot of headaches in the future by imaging your drive after you've installed XP, all your favorite software and settings. Should you ever encounter another issue with your PC that can't easily be resolved you can restore it to the state that at which you made the image which takes minutes versus hours of manually re-installing the OS/Software/settings.
