XP boot up not working properly

    I have a Dell Latitude D610 laptop running xp. hen I boot up i get a black screen wanting me to use the arrows to choose what I'm running and hit enter to boot up,this happens every time.
    Also when I shut down The program MCI still running comes up and I have to end it before I can shut down. Can someone please explain to this Old Guy why this is. Not the sharpest at computers,but not not the dullest either,I have older friends that are dummer than me.
