Windows Installer Service Could Not Be Accessed

    every time I try to install something that requires the Windows Installer Service, I get that error!!! I tried the 4.5 hotfix, I tried the .net fix tool!!! I tried unregistering and reregistering the service, that brings up an error "incorrect function"... I tried the sfc /scannow and restarted afterwards and none of these fixes found scattered over the internet worked!!! can someone help me further???
