windows cannot open this file (exe)

    windows can't or won't open some exe files.i can download & install Glary or CCleaner no sweat. But try to open MMC or Device Mgr and i get the message.I can get around that but downloads are impossible sometimes.I also sometimes get a really stupid message saying,system restore is not a valid win sys32 application.
