What causes such a slow download speed in XP

In have just installed XP on my Dell E6230 ,Thanks Elizabeth23, and find that the internet download speed is
only one seventh the download speed of xenial puppy. Both operating systems are on the same laptop, dual boot and use the same hardware so what could be causing this.
I have tried XP and xenial32 puppy with Seamonkey, Firefox and Mypal and it makes no difference at all, download speed in XP is way slower than xenial.
Has anyone any ideas what is causing this.

What is the exact 7-character service tag number on yours?

Does the copy of Windows XP you installed include Service Pack 3?

Did you install the drivers (chipset, graphics, audio, wireless, ethernet, etc.) for its devices?

Do you have the same download speed issue when using a wireless connection and an ethernet connection?

Yes it has service pack 3
YesI did install drivers
No ethernet is faster, 59.9mb file 39secs on Ethernet and 2mins 53 secs on wireless
 
my ISP only gives me 4mbps download speed, I have noticed that at certain times of the day my speed is faster, and slower at other times. Have never been able to get it to be any faster consistently. :)

for example if I download the sp3 update (316mb) it can take from a half hour to an hour.
 
You have THIS Dell Latitude E6230 Notebook PC which was purchased in November 2013 in the U.K. and came with Windows 7 Professional SP1 32-bit and came with these hardware specs:
Intel Core i5-3340M 2.40 GHz dual core processor (3rd generation)
4 GB DDR3-1600 RAM
320 GB SATA 3 5400 RPM hard disk drive
Intel HD Graphics 4000 integrated graphics
IDT 92HD93 integrated high definition audio
Intel 825xx integrated gigabit ethernet
Dell Wireless 1504/1540 802.11bgn PCIe minicard

You might consider replacing its internal PCIe minicard with an Intel 802.11ac model.
The Intel Dual Band Wireless-AC 7260 PCIe minicard is what worked well for me in my Dell laptop.
If going inside your laptop and replacing the PCIe minicard is too challenging for you, a quicker and easier solution is an external USB 802.11ac wireless adapter.
The Netis WF2190 Dual Band USB Adapter (is Realtek RTL8812AU chip-based) worked well for me.
Depending on if your modem/router is dual band capable, the wireless speed increase from 802.11bgn single band to 802.11ac dual band will be quite noticeable.
 
Linux manages to get good downloads on this PC so why not XP. Is there not a better driver for
Dell Wireless 1504/1540 802.11bgn PCIe minicard.

My problem is xenial pup 32 bit, downloads a 60gb file in 31 secs using the Dell Wireless 1504/1540.
XP on the other hand takes 2 min 53 secs, same file, same wireless card.
I don't think its related to ISP as I am guaranteed 10mb/sec and it never drops below that.
An Ascer Travelmate with win 10 takes 45 secs, same file.
Any idea what is going on
 
It's not your ISP if using a different OS on the same PC yields faster results. Which browser in Linux to download and which browser in XP? Is there anything else using your bandwdth in XP? Open Task Manager and click on the networking tab. There shouldn't be any activity with the browser in an idle state.

I can't use the same browser on XP as linux as pale moon doesn't seem to work on XP. But I was using mypal thinking it was equivalent to pale moon, so not the same.
I have installed firefox on XP and it is faster though 50% slower than linux and pale moon.

Safe mode did not make any difference.
But really since I installed firefox downloads are not too bad, 45 secs compared to 31 secs in linux, I can live with that.
