Timed Lockout for Internet Cafe?

My mother in law runs an internet cafe in Vietnam. She has to personally monitor the computers all day to ensure that users do not use more time than they paid for in advance. Is there a way to activate a password protected lockout after a set period of time? Preferably the lockout could be delayed or activated without losing current program data. Mostly kids use these computers to play video games.
