Temp folder

    i just received an error message from my mail client saying that it has problems with a file in the C:docume~1/Admin/Locals/temp/nsemail.html
    I found this Temp folder which is about 2Gb with an enormous number of files. What is this folder , can it be deleted and or what is its purpose?
    Please advise
