PcI-e usb 3-card not recognised, cannot find IRQ

    When I start up my XP pro SP3 the Via usb extensible host controller isn't recognised.
    Trying "Ad hardware" it says: could not find a free IRQ.
    If I then let windows reboot, the host controller suddenly is present.
    So what is the difference between normal start and reboot?

    I cannot dismiss ACPI in BIOS. (American Megatrends Inc. P1.40 19-9-2011), No updates available.
