Outlook Express (with XP SP3) stopped receiving POP3 messages last week with the following msg:
    Sending is still OK!

Your server has unexpectedly terminated the connection. Possible causes for this include server problems, network problems, or a long period of inactivity. Account: 'WAR', Server: 'pop.outlook.com', Protocol: POP3, Port: 995, Secure(SSL): Yes, Error Number: 0x800CCC0F

I have a Windows 7 desktop with Outlook 10 and Send & Receive with the same account settings is OK.

Does anyone know of a fix or is this just another nail in the XP/OE coffin?

XP is still fine. However Microsoft have stopped all use of Outlook Express. This was a rolling block from November 1st. You will not be able to use Outlook 2010 by January at the latest, you will have problems with it now. You will be able to use 2013 if updated.

Outlook 2016 is fine and works on Windows 7.

I have left a comprehensive explanation on the following thread.

I suggest you move over to Thunderbird.
