New internet connexion

Trying to set up new server & instructions tell me to tick box authorising other users. Can't find this anywhere. Can anyone help ?

I have waited to see if anyone else had any ideas, since I do not know anything about servers, so my suggestion is to search the hits at the google search page in the above link, hope this helps,

this above link is for Windows XP, but how can I solve this problem for Windows 10?
