further, if i manually create that file there i cannot write to it or read from it.
All instances of ip.ini are blocked from being used at any location. A work around is not convenient. I want to unlock this file reservation windows keeps, or at minimum understand why the file ip.ini cannot be created on winXP when win7 and beyond has no such reservation...
