HP 202a does not boot with external drives

Boot hangs at first screen when any of my external hard drives (2 Toshiba and 1 My Book) are connected. If I unplug them I can boot. Not critical, but a pain the the backside. Running XP 2002 SP3 on an HP 220 microtower.

Any suggestions? I suppose I have to reorient boot.ini or some similar to always book from internal disk.
