how do i open a program that minized to the taskbar

basically my question is: how do i open a program that minized to the taskbar,without going to the taskbar and clicking the icon. is there a shorcut or anything that can be used to access these icons without actually clicking them?

you might try here and use the keyboard instead of the mouse clicking on taskbar.
