I want to add a control panel shortcut for a .exe file. The file basically functions like a windows updater app, and if possible I would like to add it to the windows security center (I do recognize that this is unlikely).

It's a tacky solution, but what I have done is basically replace the windows update website with something that actually works. according to above, if you are in classic mode in the task pane, click on other options and you may see a shortcut already there.

above is a tool that you have to download to create a control panel shortcut, but I have not used this
I am curious as to why you want a shortcut on the control panel??
you can access a program through the start menu or you can place a shortcut on the desktop
