Computer will not restart

    I have a HP TC100. This unit was working fine, however yesterday I installed some windows updates, and when i wnet to restart the computer to apply the updates, I saw a brief flicker but then back to destop. From the start menu, I can not close or restart windows, however everything else is fine. Any suggestions
