Can't remove folders from the start menu

I can't remove some folders from my start menu. When I click to delete I get this window that says cannot delete access is denied from start programs utilities. Make sure the disk is not full or write-protected and the file is not currently in use. I drag and drop the program from the start programs to another folder it moves but don't have the sub folders. Then I can't remove it. Please help, George
