Theme not applying correctly

Hello, I recently downloaded Nintendo XP Themes and I'm using the Gamecube one everything is themed correctly except the taskbar, some windows, and the start menu

It is very random, and I don't know why.
PS: I use Windows XP Pro SP3 32-Bit and I did not update it yet

Windowblinds alone won't be enough since those themes were meant for Nintendo Desktop Manager, a proprietary version of Windowblinds by Nintendo. It's supposedly to be included in this package:

Nintendo Desktop Themes (Windows XP WindowBlinds) : Nintendo of Europe, Pixtudio : Free Download, Borrow, and Streaming : Internet Archive

These themes were only available to European GameCube users that submitted purchase details of games to Nintendo. You will need to download the...
