how do you make an outlook express 6 icon appear on the screen?

you can create a shortcut to your desktop, by right clicking the .exe file and choosing send to, desktop, create shortcut.

also when installing a program, you are asked if you want to install a desktop icon

outlook express is pretty outdated, you would do well to get a newer email.
