But you will need someone with a net connection and a USB drive If you are simply looking for something to edit HTML offline, then one of those browsers should do the trick. If you are looking to connect to the net without using M$ at all, then they might also. You will need to ensure your internet settings are correct. These are in Control Panel, Network Options, Network Settings and so on. Good luck. Let us know how you get on.
