Either I BSOD, or I get setup has encountered an error and cannot continue 0x4,0,0,0

When it goes into "Setup is Starting Windows" (to START installation) i get BSOD, every time, I tried 5 different ISO's, I tried slipstreaming it, etc. nothings working! Im lost and I have resorted to the great forum for help.

Hardware:
250GB HDD from WD from like 2012
AMD X2 6500 (or something like that)
Biostar K8M800 Motherboard
2GB DDR2

Ive reset CMOS, BIOS, formatted my flash drive over and over (im using rufus for mounting), ive tried ventoy, ive tried everything under the sun, im tempted to use my good flash drive and just backup the data and try using that to install it.

overall nothings working, and I dont know what to do. Please help

I now use this, (when the need arises):

now i was starting to get the EULA issue, once i got rufus working

hey elizabeth long time no see, my next error is the that formatting was damaged, i bought a ssd thats coming today and ima try to reinstall. I used winsetuptousb this time, rufus was buggin. I will keep updated
