Drag of items on Desktop not sticking

When I restart, all desktop items (icons) are listed vertically on the left side of the Desktop. If I then drag some of them to a new location and restart again, the icons are back in the vertical list.

The check/uncheck items in your post do not match up with the Corporate version of Malwarebytes Anti-malware which is what I'm using. Could you be referring to the home version?
 
my settings have nothing to do with Malwarebytes, I am using the free version.

these settings are what you see when you right click on a clear spot of the desktop, and then click on the arrow where it says arrange icons by
