Can't get on internet and can't install SP3

I did a stupid thing, I reformatted the HD of my Dell 8300 Dimension. I had all the installation discs that came with the computer and went through the motions of reinstalling Windows XP and then installing SP2 from the installation disc. Now I can't get on the internet even though I have a new modem/router directly connected to the computer. The internet is there but the page that shows the sites is titled This Page Cannot Be Displayed therefore no access to internet. My other problem is installing SP3 which will allow my printer to operate. If I can copy an SP3 installation disc one problem might be solved. Any suort is greatly appreciated.
