XP-Home secpol.msc ???

Apparently, the inability of the system to find the above named file
indicates that the privilege level is set to lower-than-admin level. On my
4 HP boxes, however, HP has set the installed default such that Owner/Admin
is below that level. Is there a way in which I can create an admin user
that has full admin privilege? Without it, there are some utilities that I
can't install. Only HP would be so stupid as to fail to make the default
user the admin, though I suspect it's hidden somewhere.

Can anybody explain to me how to fix this glaring omission?

Secpol.msc is not available on XP Home, it doesn't exist on the Home
version.
