First & foremost is ChaSys Draw IES which is updated about once a month, no bloat & support for all modern format as well as old. It is a photoshop 'killer' in fact can use photoshop, paintshop pro, GIMP brushes, tubes as well as open these formats plus a ton other. Can't recommend enough...It's FREE...

You can install portably as well but I have had issues on running the 'lobby' from a flash drive so I went back to a late version 4 for running portable off flash drive...

Lastly is not new, but as good as most that are...It is once commercial now free...LView Pro 2006. Very nice if you like the old open JASC PSP 7 GUI (I do) then you'll love LView. Very capable in all only it doesn't support PSD format-
