My computer got some kind of virus weeks ago which altered my Admin account or something; I am not able to launch anything from the "Administrative Tools"; cannot Install a new software or Uninstall an existing software from"Programs and Features".

    Error - Programs and Features
"An error occurred while trying to uninstall Canon MP830. It may have already been uninstalled"
The same error for every software.

    Error - Administrative Tools
"The service cannot be started, either because it is disabled or it has no enabled devices associated with it."
The same error for every tool.

Also, not been able to see any user accounts under "User Accounts";won't let me click the option.

I second this. It might sound crude, but the best way to defeat any system infection is to wipe it clean.
