seperating Language for non-unicode programs setting from default langauge?

hi..
i have set Language for non-unicode programs as english. problems is
some programs suddenly display either gibbrish or question marks
instead of hebrew, i'm guessing that is the reason. but, if i set i to
hebrew, the default language bar is set to hebrew and i have to-reset
it back each to english input each time re-boot

i've looked at registry i've seen these settings are change in:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Nls\CodePage
and
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Nls\Language
and my questions is can one of them be set back to hebrew without
changing the default input?
