order of com ports always the same?

Hi,

There are 8 com ports within one computer running with windows
embedded. Two com ports from the super I/O controller, and 6 virtual
com ports from two ftdi devices (usb-to-uart).

Is it safe, that the order of the com ports is always the same (on
each startup of the computer)?
Moreover is the order of the com ports stored in the registry (for
example) or at any other place - which can be checked?
