Are you quite sure of that? There may be bits of code that are common to
XP and IE, but that's all. Certainly under '98, IE could be completely
removed - the 98lite people [

a utility called IEradicator, which certainly did more than just remove
icons and links. (It wasn't just for IE-haters: it helped remove the IE
3 or 4 that came with '98, or IE5, which made an installation of later
versions go more cleanly.) Doesn't work on XP, though XPlite (not free,
though the trial version - which works indefinitely - does, but I don't
know if that covers IE) does, I think.
Some compiled help files use a sort of HTML that requires a couple of
DLLs from IE to interpret them.
